Heather Oppenheimer, Senior Partner, has more than 25 years experience in all areas of product development, service delivery, and software engineering. As an Independent Contractor for the CMMI Institute, she led the team that developed and piloted the Advancing Organizational Capability: Applying CMMI and CMMI Instructor Training courses and was a member of the team that developed the Introduction to CMMI-SVC and Development Supplement courses. Previously, she was a Distinguished Member of Technical Staff in Bell Laboratories.

Heather applies agile methodologies along with the CMMI model for lightweight, but robust processes when working with both large and small globally distributed organizations that deliver services, develop software applications, and develop embedded software. She guides clients in using techniques and methods borrowed from software architecture best practices to design and build a process solution that works for them, adding value rather than overhead.

Heather has developed and taught courses and workshops related to standards such as ISO 9000, ISO 9001/2000, and TL 9000, as well as Agile-related methodologies including use case technologies, UML (as used by Rational), Test-Driven-Development, SCRUM, and Extreme Programming techniques. She has also developed, adapted, and deployed organizational processes using the standards and methodologies appropriate for different organizational contexts. She has led over 40 process and project management reviews and assessments, as well as system architecture reviews, in Europe, Asia, and North America, for organizations ranging in size from fewer than 25 to more than 2000 staff. Heather is a highly rated presenter at the annual CMMI conference and has co-chaired workshops for the International Conference on Systems Engineering. She reviews software engineering journals and referees grants for the Natural Sciences and Engineering Research Council of Canada.

Heather earned her Master of Science degree in Computer Science from the University of Illinois at Urbana-Champaign, a Master of Education degree in Curriculum Design at the University of Oregon, a Mini-MBA from the Wharton School/AT&T School of Business, and a Bachelor of Arts from Oberlin College in Ohio.

Martin L. Oppenheimer

Marty Oppenheimer, Senior Partner, has over 30 years of experience in organizational/systems change and adult education. He has written and obtained federal and state grants, and has assisted organizations to obtain grants. Marty has worked extensively in public education as a supervisor, consultant, teacher and school social worker. He has been a team leader and consulted with more than 100 school-based teams of teachers, administrators and parents. He has extensive experience at the state, district and building level with efforts to increase performance.

Marty has participated on numerous statewide, regional and local advisory committees and work groups, co-led statewide training programs and change grants, organized and presented numerous adult learning opportunities, presented at national and regional conferences, and provided leadership in efforts to include individuals with disabilities in the fabric of the community.

Marty earned a Master of Education degree from the University of Cincinnati, a Master of Social Work degree from the University of Illinois, Urbana-Champaign, and a Bachelor of Arts degree from Oberlin College in Ohio.


Oppenheimer Partners consultants include CMMI Certified High Maturity Lead Appraisers and Instructors for the CMMI Development, Services, and Acquisition models, as well as iNTACS Competent Automotive-SPICE assessors. Our consultants have extensive experience in software and systems engineering, management, process improvement and training. They have both theoretical and practical knowledge related to implementing CMMI, TL9000, ISO 9000:2000, SPICE, Automotive-SPICE and Six Sigma.
